2250 is displaying outside ANI

I have a 2250 which displays the outside callers ANI when the attendant performs a warm transfer to an internal DN. The transferee’s set displays the external ANI rather than the internal DN of the console. This issue only occurs on attendant transfers, calls from set to set display the internal ANI / CPDN on the release/connect button is pressed. I have compared the LD12 and CDB ATT blocks with of other sites in which the 2250 functions correctly. Could this be a package issue or a setting in a different LD / block?
 
Outside calls transferred by the att to an idle staion should show the outside callers clid. If the att just calls a station(not transferring caller) the station should see the att dn 0 If 0 is set as atdn in cdb.
 
The CLID should only be displayed on the transferee's set after the att presses the release button. Prior to that the atdn s/b displayed
 
make sure the att at that site does a non surpervised transfer and the display on the call phone is tdd.. if the att stays on the line until the conversation starts, it's a conf and you would need a csd key on the called set... check the steps the att is using to xfer, do one yourself to see if it works with a clean xfr
