2003 format has 2000 locked out

I have an Excel sheet that somehow inherited something I have never seen.
Up in the upper left (where you can click and select all the cells with one click), just left of that is something new. It looks like another cell with a "1" and "2" in seperate boxes. If you click on either one, it does something, I don't know what it is doing.

I think, whatever it is, is locking out my Office 2000 users.
Does anyone know what this is?

Group and Outline is probably turned on.

Shouldn't (I know, famous last wrods) affect your 2k users.

Data > Group and Outline > Clear Outline

That did get rid of the numbers. But, it is still locked from Office 2000 users???
