2000IVS Trunk Busy

2000IVS - Any additional ideas about what to look at regarding the following problem would be appreciated.

Problem: One Ground Start trunk in a trunk group works for inbound calls, but gives a trunk busy (fast busy) when accessed for outbound calls. Other trunks in the group work properly.

Troubleshooting thus far:

1. Checked the trunk at the Carrier demarc and confirmed that it is okay - able to pull ground start dial tone

2. Changed PN-4COTB trunk card - problem still remained.

3. Checked various trunk programming parameters, but didn't see anything out of order although obviously something is wrong.

4. No programming changes have been made to the trunk group in many years. However, the phone system did crash a few weeks ago during a power outage when the internal batteries ran out - I don't know if this problem existed before the crash.
 
Check the LED on the circuit for that trunk. If it is always flashing then the trunk may have been busied out in CMD E51. A trunk busied out will not allow it to work for outbound but will still work for inbound calling. After that I suggest a system reset. Push the black push button on the CPU. It should take around 2 minutes to return. If you have the capability to obtain a database back up, do that first just in case. If the problem remains then try relocating the COT card to a spare card slot.
 
CMD E51 was something I had checked while troubleshooting and it was correct (trunk was not busied out and circuit LED was not flashing on the card). There is a recent database backup, but I dread even the thought of possibly having to resort to it - will probably try the card relocation first even though pushing the "black button" is simplest. Thanks.
 
Have you swapped this trunk's physical connecion with another? That is connect this circuit to another trunk and another trunk to this circuit? This will tell us if it is a system problem or a carrier problem!
 
I tested the trunk at the Carrier demarc - see first posting - and it was good, but what you suggest might be worthwhile anyway in case there is something more subtle at work here. Next time I'm at the location maybe I'll give it a try. (If it's a subtle Carrier problem, on past experience I can forget about getting it fixed. Fortunately, there are enough trunks in the group so that the loss of outbound calling ability from that line won't be a problem.)
 
Verify polarity.... All GS trunks I have had to deal with are polarity sensitive.
 
Polarity was correct at the Carrier demarc and wiring hasn't been touched in many years. When I tested at the demarc polarity was on my mind and your suggestion is a good one when checking Ground Start trunks.
