2 office locations - 1 system

Y'all forgive me if this is too much of a newb question, but I have no idea where to start. I have a request for one of our newly acquired clinics that has two locations about 12 miles apart. We have our network in both spots via fiber, plenty of bandwidth. I need to know what to ask my vendor! The need is for 53 phones total, divided about 3/4 to 1/4. I want to use 96xx phone sets. They get a SIP connection from AT&T for the outside world at one location, and the second uses that connection through the network. They want to keep their 4 digit intercom dialing. I know I will need a chassis with at least a combo card at the remote end for a fax line (POTS) to either use as a fail-over for 911 or to add POTS back-up for the same reason. There is also a POTS fax line at the main location for a fax, and I figure a combo card there will serve the same purpose. Basically this will be a large office system with 2 buildings tied together. I have used the IP Office with 96xx phones in a single location, but this one is new.
My experience so far (20 systems) is single building, all POTS, and all but one using 95xx phones. This will be a bid jump for us. I am starting my thinking with one chassis at each location, one VCM 32 card and one combo card each, and a butt load of licensing. Any help with how to explain this to my vendor will be GREATLY appreciated. Thanks in advance!
**EDIT** forgot to say that the POE switches are already in place, programmed/ managed by us in-house. Any VLAN recommendations will be appreciated as well.

If you only gonna have SIP trunks on one location there is no need for 2 IP500s, just treat it as a single site system and connect the IP phones on the remote site to the same system.

Janni is correct but it is worth considering what happens to the remote site should the data connection between sites fail?

a 2nd system & a fallback line is worth considering (if only for health & safety compliance)

Thanks, Janni and IPGuru. I was thinking both ways, and also just having the second system for that purpose. Even if it is just a stand alone, they would have an emergency phone.

You need to think about 911.
Are you in a state that requires E911.
Can you service provider support 911 from the remote building?
Fiber can get cut. Do you need backup?

Yes, we require it, and being a medical clinic, it is doubly so. That's why I am wanting to do the second unit. The Fax line is there already, should be able to get another POTS TO at least give them 2 lines at the remote for fail over. But if I am thinking correctly, they can be independent systems if I place a digital set at the receptionist to use in that case, correct?
