17 digit international calls

I have a customer that has said that when he makes an international call to Germany that exceeds 16 digits, his carrier says that they do not see the last digit dialed. I have called my tech support and they have told me that 16 digits is the max and they are currently looking for a workaround. Any help would be greatly appreciated. Here is an example of the failed call:

Remove all the X and put N; (dont' forget the semicolon)
