1140 with SCN Fallback not supported

Neither are Hot Desk users.... or SIP phones or analog phones or digital phones and the 1140's are SIP phones.
Not in coming in 8.1 and not in 9.0. either.

Sell them proper phones, the 96x1 series are cool ones and better quality if Avaya gets the firmware fixed, the 96x0 series is the best pick for resiliancy

You could have known thia as the docs say that only the 16xx and the 96xx H.323 phones are supported.
