Okay, so the issue is DNS. I would recommend getting someone in who knows what they are doing. It is too easy to make mistakes and even a talk-through might cause issues elsewhere. DNS errors are generally quick and easy to solve once you know what you are doing but tamper at your own peril!

So SP2 but no firewall and no anti-spyware or anti-virus? Any other software installed? If not, check out MSCONFIG and see what is running at startup. I'd say you'd received a virus and that it is this that prevents your downloads but that's a guess at present.

Then I know of no way beyond GPO. Yet GPO is dead simple and is only three or four clicks away. Seems silly not to use the very feature that was the drive behind 2000 and AD. However, I'm sorry but I know of no other method and so bail out here. Hope you find your answer.
Simply run the XP CD again but without removing the old install. All missing files will be replaced and everything should return to normal.
As soon as possible replace your hard drive since it sounds like this (or your IDE port if that is what you are using) is lossing sectors.
