Do you have supervision set on all the lines? also can you answer a call and manually transfer the call externally using f71? Under terminals and sets/restrictions there is allow link, I'm not sure if that applies to call pilot extensions, it's been a long time.
It sounds like the 3x8 has a corrupt bit in it, I would do a startup and reprogram, it's a 3x8, should take about ten minutes to reprogram and hopefully it will then connect to the cp. I think I had a cics do this to me once many moons ago.

You might want to check the grounds on all the modems compared to the ksu ground. A floating ground might cause you some grief.

Try calling internally from a different extension to your x314, getting your greeting and pressing 7 to see what happens? Your call should go out. It's been a while but I think when you're in your mailbox admin and press 8 there is an option to turn transfer on and off.

If you call in to your AA and enter your ext, to use outbound transfer you need to press 7 when your greeting plays I believe. Are your lines in a pool? Are the lines set to supervised? I'm not sure where you are seeing Unassigned.

You have to make sure that under line programming the lines are set to supervised, also I think there may be a link at co setting. It's been a while sinced I played with this.

Is set relocation on, if so turn it off, unplug the vm, then change the dn. Then plug the vm back in and see if that fixes it.

I am thinking Park is the way to go. 221 answers the call, presses a park button, display says parked on 101 as an example. Now you can page Fred to pickup 101, anyone can go to any phone and dial 101 from the intercom button and pick up the call. Program a park button on all the sets, feature...
A lttle confused, (When I press Hold, the display says "Feature"), is that when you try to put the call on hold initially? Do you have line appearances? When the call is on hold, does it flash on the other sets? You could try to park the call and see if it can then be picked up by other phones...
You could assign an answer dn for ext 21 on all the other sets. I can't remember if there is a 1 ring delay or not, it's been a while.

You could pick an available but not used extension on the system, assign that as the called ext, then assign answer dn of that extension to all the sets you want to ring.

It doesn't matter if you buy a new phone, if that extension is not programmed for handsfree it won't matter what phone you plug in. As the boys stated above it's not that hard to program if you find out what system you have and look at the proper manual. I know guys that will walk you through...
