Thanks for all the suggestions Jlockley, it has been a fun process of elimination job, as it was a brand new hard drive and no programs added to it yet, that part was easy...IE6 is on it and I ran the update for it again, to no avail...I removed the panels, plugged in a house fan and it still...
Thanks Lawnboy, trying that now, as I have tried the opening up the side panel and pointing a fan there to no avail, will run the IE Service pack, and if that doesn't work, guess I will go to the more expensive of the 3 suggestions so far and visit Office Depot for a Power Supply.

If I am just in yahoo talking to my sister it works okay it seems, as soon as I open IE and maybe check email or google a recipe, it locks up. Nothing works, no mouse, no keyboard.

Thank you everyone for all the swift responses, looks like I will have a busy Saturday. Hopefully something here will resolve the issue at hand, if not I guess there is always pen, paper and stamps. (That was a brain lapse, that thing will be fixed come hell or high water..LOL)
In answer to Wahnula, I did reboot after replacing the PS2...I did reboot is safe mode and there is a cursor in the middle and it also changes to an hour glass when the PC is busy...darn mouse just won't move...the USB ones don't move, and the light on the infra red PS2 doesn't even come on...
The mouse stopped working..I had an optical with a ps2 connect, it stopped, I bought another, same thing, tried the old usb mouse, didn't work, plugged mice into hubbys machine, they all work (stupid me for buying that other mouse). I plugged in an mp3 to same usb ports and it works, camera...
Just a guess but if it has been reformatted lately with XP it is probably that crazy worm (MSBlast) that was lurking about last year, Everytime I reformat with my XP CD that was distributed in 2002 I have to run the patch again, might want to take a look at that...You get a system shut down box...
There is a free program for download (premium to remove their ad that tells you about premium which is just more goodies for intense weather freaks), I use this one myself, they only advertise for themself, no pop-ups, you can take a look at http://www.weatherdepot.com/

When in DOS I can get the directory for C ... but, I can't change to the A or D drives, it says that they are not there or something. I don't know any better way to explain this, maybe I should just toss it, or try a reformat again?
I have a laptop... I reformated the hard drive ..I'm running on Win98 SE... the A & D drives run fine or are seen okay when in Windows... When in DOS the A & D are not seen.... do you know how to fix that issue ? *hopes that makes sense*
