I have had issues with Server 2003 and the reporting module. I have found that if you uninstall ASP.NET - leaving just IIS, install your CCC Apps, then re-install ASP.NET it works fine everytime.

Had this problem when I upgraded to 2.1. Was still using old manager version, everytime I merged a config it would knock the licences out. Had to reboot to get them back.
