To answer your first question. I dont think you could deploy the sms client to a collection, in your case being a pc that doesn't have the SMS client installed. How is that pc suppose to communicate with your distribution point? The SMS client needs to be installed on a workstation for that...
Is there a way to disable USB ports on an XP machine through registry. I doesn't look like Microsoft incorporated this in group policies.
