On the W2K server, open Control Panel\ Admin Tools\ Services and look at the Backup Exec services. Are they all running as a Domain Admin level account (ie, not a local account)?
Also, have you tried pinging the workstations from the server, or connecting to any UNC shares on them...
Strange - I tried an offline update on two different machines using SAV CE 8.1, and it worked correctly on both (ie, they are now both using updated virus defs, with different dates to the defs on the AV parent server).
I suppose you've already tried a restart of the Symantec Antivirus services...
What version of the antivirus software are you running?
One way could be to download the latest virus definitions from the Symantec website and update them that way.

Have you managed to connect to and backup any of the workstations?
Have you tried connecting to the workstation using a local admin account instead of domain admin?
