The problem ended up being some type of corruption of Norton's personal firewall. As long as it was enabled, no matter what adjustments you made, it could not / would not see the DNS. As soon as I disabled the firewall completely, EVERYTHING became immediately accessible.

We are using one of UUNet's (WorldCom's) Domain name servers - and it works for every workstation here. The first machine was off site and it was pulling a valid DNS from Comcast (other machines worked with the same DNS). I tried various public DNS(s) for that one as well...
