Wireless can easlily be an issue. There is no QoS on most wireless devices as the delay can create issues. The other responses are correct when it comes to VLans and QoS. There are several good areas you may want to search for "QoS" and "VLAN". You may want to look in the Cisco forum and even...

We have a SCN setup and working interoffice dialing. The setup is as follows:
Site A:
406V2 Software 3.1.65
Extensions in the 100 range and the Hunt and Paging Groups are in the 200 range. Paging in particular is on 201.

JayNEC hit it in the head. We just finished deploying a customer in the same spot you are in. Once on a new VLAN after about 60 seconds they would reboot and work fine.
Which ATM module are you using. The new one has echo cancellation built in. Make sure your ATA device is upgraded to the latest firmware from Packet8. I know a few people that do this exact thing and they had to tweak gains before everything was corrected.
I have a G150 in California and an 8300 in Virginia. I have the G150 subtending properly? On my 46xx IP Phones in teh California office, will they log in the call server (8300) or will they log into the G150? They work fine if I send them to the 8300. Avaya (Tier hopeless) had me set the G150 up...

As a recommendation... Don't use XP Home edition for IPO applications. In the future, if you have to network the system on a domain, you are stuck upgrading to XP Pro to have any domain functionality. Maybe XP Pro just has better handling on these issues you are having. Almost all of our systems...
Keep in mind that for VM Pro, there is only one connection. The IP Office talks directly to the XP machine. The phone connects to the IP Office and the IP Office to XP. That is only one connection. The MS article above referenced other "computers" attaching to the XP Box. There is only one other...
Also, make sure Option 176 is set as "string" values. Good luck getting any help with Avaya on these issues. If you call support, you will be lucky at times if they even know what a VLAN is at Tier 1 support.
On the DHCP server, you will need Option 176 in BOTH the data and voice scope.
Data Scope for untagged VLAN:
Option 176: "L2Q=1,L2QVLAN=XXX" (XXX is your Vlan ID)
Voice Scope for Tagged voice VLAN:
Option 176: MCIPADD=xxx.xxx.xxx.xxx,MCIPORT=1719,TFTPSRVR=yyy.yyy.yyy.yyy,VLANTEST=0 (the xxx...
