Having had to buy a replacement hard disk for my childrens PC and manually loading the manufacturers image I am now unable to restore any of the data backed up by Vista Backup and Restore Centre.

Go to www.bootdisk.com - this will allow you to create any boot disk you require. You can then format the the PC with DOS 6.22 using the /s switch to make it bootable.

Even if this does not fix your problem it may point you in the right direction.
Refer to Microsoft TechNet, article Q173309. It states that hive corruption is the cause of this, most commonly reported as a problem with winsrv.dll - hope this helps.
In this instance, the DOS XCOPY syntax would be (assuming your files were on D: and you wanted to copy them to C:) :-
D:\AAA:>xcopy *.txt C:\AAA\*.* /s
This will copy all txt files from D: to C: and place them in the same directory structure.

Check the user's local NT profile. If a temporary local profile is being created during login then the changes will only be valid during that session. When you log back in again a new, default, temporary profile will be used, hence why the setting is lost.
