I have stopped all possible services including the IIS and web services and I still get the error. I have noticed that the IIS service has started backup after I get the error. Thanks for the help.

Maybe you can help me with a problem I am having. One of our servers will not install SP4 It says C:\winnt\system32\dllcache\shtml.exe is in use. I for the life of me cannot find a service to stop or anything related to allow me to install SP4. Can you shed any light on this? Thank you

Paul, I eliminated the router and I still have the same problems. I am going to talk to Toshiba(modem) and find out if Win2000 has any conflicts with it. I was at the win98 machines and did everything the same and had no problems. Weird. I will post my findings. Thanks for your suggestions
