The phones should be getting their time from the 8300. Have to tried changing the time on the 8300 by a couple hours to see if the phones reflect any change? That would be where I would start at just to give you some idea of the possible problem.
The phones and computers all run through a mixture of Dell 6024, Dell 5212 and Dell 3324 switches. Everything worked fine until the DHCP server was upgraded to Windows 2003. But that could just be a coincidence.
