Because I need to be able to do it for someone remotely- and they aren't always logged in when I need them to be. Our department uses Dameware, but to my knowledge there isn't a way to change mouse settings unless the user is logged in. (We can access a command prompt that way though.)

I don't know- we use Dameware as our remote desktop, but he says he didn't use it for this. Personally, I'm baffled! :-D
