I have the same problem,outlook and owa can access the public folders,but if I try to expand public folders in exchange system manager I get :
"the operation requested is forbidden"
"ID No. c03af1"
"exchange system manager"
what to do?
Ok I have resolved the problem with ADSI Utility.
but still don't know how to make public folders in exchange system manager visible always get a message *operation is forbidden*

Accidently under the Public folders security tab permissions were removed in order to apply permissions correctly but after doing so the whole public folders tree dissapeared, please can some one tell how to retain the permissions to public folders tree though I can not see it,do no what to do...
I have the same problem,it seems as it came from no where,I've red somthing saying that ExsystemManager tryes tos access public folders through webdev protocol so it has somthing to do with your explorer maybe,I didn't check it
