Try clearign out your internet cache..
In internet explorer, -->Tools -->Internet Options then click on "Delete files"
close explorer perhaps reboot the computer and try again.
I'm not sure why you can't seem to boot from the CD now but here is a work around..
you can create a floppy boot disk with CDRom support; then use that to format the drive and once the drive is formatted you just run setup off the CD..

What happening is these virus' cause an issue with the RPC causing it to crash and that causes the system to reboot. Thats why on its own the computer will throw up the "shut down by NT ADMIN / SYSTEM" issue.
