That's exactly right. I found that a few users had way too many domains on their "block lists". That's the notification that the sender gets when blocked.
I get this message when sending email from specific domains (such as Earthlink.net) to specific users within our Groupwise 6.5 domain. The external sender receives a message back from mailer-daemon@"ourGWdomain.com" stating:

Give this RUN command a shot, might help.
outlook.exe /cleanviews
I believe it resyncs the folders with the actual data contained within. It has helped me in the past. Good luck.

What authentication methods are you using within IIS for OWA? Is Anonymous access enable/disabled? Does this problem occur AFTER you login (using integrated windows authentication I assume?) Also, I would check to see if the server itself lists any application or system errors in event...
