Can not connect to remote router
It would be nice to see the running config from both routers. You need to be sure you are running the same encapsulation on both ends. Cisco2600 Router, Central and Remote Routers? DHCP?

BDC not able to see Domain
Although you can ping each server, the domain controller entries in wins could be incorrect. Search wins for the domain name and make sure that the old address is still not present. It should be a [1bh] entry. Refer to microsoft article Q259216.- awickware
