The number being dialed would be the 'called' number. The person doing the dialing would be the 'calling' number. Looks like you are trying to do digit insertion on the number being called, or the 'called' number. If so, then simonITXperts has got you on the right track.

You can also deinstall and reinstall the TFTP, CTI, and CallManager services at the command line (with the command line switches) in Win2K. I have had to do that before with the CTI and CM to fix the same problem you are having.
