as in active server pages.
every dB connection i have made is from an asp page and not an html page.

Download a program called asp maker.
this will ensure that is not user rights stoping it from working.
The asp maker also makes all the connections to your DB so you could use them for reference to resolve your problems.

It may have something to do with users access rights within XP, I have had similar problems on this matter and ended up have to access the properties of the database and allowing access to everyone for it.

simple solution is to back up all your db`s and then try.
most time the code just needs recompiling when converted.
worse comes to worse you still have the originals.
You should not have your mdb in your iis directories as it could be easily downloaded and changed and then uploaded again.
I would create the database out of the iis and then publish the pages to the iis as access is already doing i assume. when the pages are loaded it should automatically...
For the interest of curiosity try commenting out that code and add the following:
DoCmd.TransferText acExportDelim, "OtherPay Export Specification", "qOtherPayExport", "c:/test.txt", False, ""
where c:\test.txt is = to whatever is in the sOtherPay
debug...
I assume its a macro or code thats exporting the xxxx.txt?
Ensure that the file actually exists on your hard drive and is in the place the cade / macro says it is.
