    Microsoft Knowledge Base Article - 274527 may be of assistance. It is for right cliking on HTM or HTML files and not being able to print, and may cause your same sysmptoms. Just a shot.

    Boot up failure

    On a simple note. Make sure you have not got a floppy disk in the drive. NT/2000 both will give that same error if you have a non system disk in the drive at boot.

    I think you hit the nail on the head with the processor theory. Make sure you have removed (with a small vacum or compressor) all the dust from the board. If you have a fan on your heatsink, make sure it is running. Last, make sure the heat sink and processor are firmly secured to each other...
