I have never had this problem, nor heard of it before. Do you really need a moving cursor? All I can suggest is that you try a 3rd party cursor tool and use that to assign the cursor you want.

You have 2 options. You can either disable it or fix it.
1.)Click start, then run, and type in msconfig. Go to the startup tab and see if DellMMKB is in there. If it is, just unselect it and press ok (you probably have to reboot).

Do you have anything running such as Seti@home or anything else that takes your CPU's idle time and uses it?

If you think you have a virus you should download a virus removal program (or buy one such as Notron Antivirus) and scan your system.
If your system runs too slowly for you to even scan it, you can always do it in safe mode by hitting (by default) F8 right before it comes up with the splash...
