Use can create a security template that can have the users you want added to the local admin group. Once you create the template you can put it in a GPO that is assigned to the OU with the machines you want.
you may have tried already but make sure that the account is a member of the "Group Polcy Creator Owner" group. You may also try removing SP1 and then the hotfix.
you would have to create a secondary zone on you DNS and have the NY guy allow zone transfers from the primary DNS..unless it is stored in AD. If so, NY would have to delegate your child to you and then you would create the new zone for the child.

Are the nics failing over? If so, it may be a switch issue causing your pages not to load (may need to use portfast on the switch ports). What about your DNS? Ensure it is pointing to only the virtual IP (especially if you have dynamic DNS running).
An account in the admins group would have it by default. There may be other rights needed that are not there by default. Do you have a sys admin for the server or are you it? Is the server part of an AD domain? If so, Group Policy may be applying, if not don't worry about GPO.
AnalogX has logging built into it. It is very low level and only gives the address for all pages it pulls. I tried to use it to log user info but no luck. (probably why it is free). There are others that will do this but the cost $$.

Try the command line utility called "diskpart". I have used to extend a basic disk in 2003 but have not tried to extend a boot partition. It is free, does not appear to be destructive and only takes a few minutes to use.
If you can, move them to a different partition. If not, they are safe to delete but you will not be able to uninstall them at a later date. Although, once you service pack a server they are not needed anyway.
