if your provider tells you your line is reaching that it maybe true, but understand that hitting a speed test site, your jumping through other servers and nodes to hit that site, if there is a clogged node with traffic or a slower connection in your route, you will always see much slower speeds. :(
might make sure that the bios is currently up to date as well, ive had that problem in the past with all functions working with the hdd and show incorrect in the bios, flashing the bios can help by updated it. as well as what G0AOZ had suggested with using default setting in bios as well.
i dont think that is the problem becuase just recently my other pc which runs XP did the same thing.... roughly since this new virus was launched.... im not saying it is but it may be one of the symtoms from that particular virus... i will look more into this myself.

By default, security logging in WinXP Pro overwrites events older than 7 days. It sounds like someone or some application has changed this to the "Do not overwrite events (clear log manually)" setting.
You can view the settings and change them in the event viewer. Start | Run | type...

you added this win 98 as a slave drive? there is a good possibility that it being a slave drive contracted a virus from the primary drive.. when you booted off the primary drive and something ran or moving files to win98 hdd then ran them.... just a thought or maybe i misunderstood the post.
if i understand this correctly,
you have the pc's attached to the linksys router and the laptop to the wireless router....
the linksys router is probably set to grab IP automatically and you pc's are set to either auto or hard set to a specific IP and subnet mask.
IMO , set the pc's IP...
