I am using Publisher 2002 and Acrobat 5 in Windows 98se and have no problem printing to the distiller which shows up as a print option.
Maybe you should upgrade.
You don't say much about your working enviornment such as operating system or version of Publisher you are using. I am using Pub 2002 in Win98SE and duplicated your work flow with no problem.

I use Publisher 2002 all day every day with no problem and upgraded in the same environment as you have. If you did not remove Pub 2000 before re-installing 2002, try that. BUT not until you clean and defrag your drive.
Use the "Save As" function to create a postscript file. You will have to install the printer driver for the printer the ad will be imaged on,or, you can save it in .eps format which is not printer specific but still a p.s. file format. Use the "Help" function to guide you...
