VPN is a private network established on a public network (like Internet).
for example you can connect two branch office LANs through Internet by a VPN, and yet other users of Internet can not see your private LAN connection.
there are some standards for making a VPN, like PPTP, L2TP, IPSec, ...
I think you can use the "channelized" interfaces of 2600 router.
Otherwise, all products below category "DSLAM" will help you. You can find a lot of them by searchinh internet.
As I know there is no dial access module for 6509. you can use an access server (such as Cisco 2511) instead and connect it to your 6509, through an 10BaseT interface.
