Figured it out. Changed the Router to a new Netgear Prosafe and it worked. I was going to use the netgear client to create a vpn tunnel, but I reconfigured the VPN and RRAS again and it worked. Apparently the old router was not allowing VPN pass-through.

If you are only using the server to run the management for symantec corp. antivirus then you don't need to have those services running if you don't want them to be. However, if you are using the server for any other functions I would be wary of what services you are stopping.
