Try this:
Go into your registry on the ARCserve server and access:
HKEY_LOCAL_MACHINE\SOFTWARE\ComputerAssociates\BrightStor ARCserve Backup\Base\Task\Restore. Double click the UseAsyncIO value and set to 0 instead of 1.
Try the restore now and let us know how it goes.

Have you tried using RESTORE BY BACKUP MEDIA? Select Restore and then choose the RESTORE BY BACKUP MEDIA method. Choose the tape you want data from and then it's probably a good idea to choose an alternate destination in the restore destination screen, so you don't step on what already exists...

Bring up ARCserve and run a MERGE job on both tapes. Access the UTILITIES section of ARCserve and choose the MERGE option.

Go into the BrightStor ARCserve Backup main directory and run cstop.bat. After all of the services have stopped, run cstart.bat. Then see if you can login.

You do not need to authenticate the exchange agent in order to do an Information Store backup. The authentication is only for Brick Level backups.
