So you have a 2K domain, and even with the new PC's you still have these restrictions.
I would say check your active directory. Check from top to bottom on all the OU's for group policys. Change them so they dont apply for an administrator...
What I have had to do in the past was login as each user, and config their citrix connection/apps.
It is a pain but with profiles its the only way I've done it.

you'll want to make sure they dont have any ghost connections. check the citrix managment console. go to the application published they are trying to use, and you'll prolly see that user in disconnected status.
check that first.
