From the point of view of the backup software a word document, a dll or a movie it's the same thing.
The object will be recovered at the date of the backup.
To restore an incremental backup you need the last full and all the incremental tapes since the last full job.
To restore the full backup you need only the last full tape.
To know if your tape is full there is an entry in the job log. You can read here "Media Remaining Capacity:xxxx MB
yes, maybe 11.5 can run on windows 2008 but have no support from ca, because is not certified under this operating system, and you do not want a backup software not certified :-)

Actual version is 12.5, 9.0 is (about) a 2002 or 2003 product, I think it not support your kind of device.

System state backup is managed by the client agent for windows, and it use (by default) port 6050tcp and udp. Maybe some problems with this ports ?
You can also try to stop and restart the agent.
