When you uninstalled Notes, did you delete the notes.ini? There are some settings in the ini file that can give you grief when upgrading depending on your configuration.
If it's a shared stationary that everyone (and I mean everyone) will use, you'll need Designer access to the mail template. Go ahead and cut'n'paste the stationary from the mail file into the mail template. The next time Design task runs, everyone will have it.
What do you mean by you're previewing the changes? How are you previewing them, through the Notes client preview?
