There is this APPSRV.INI file in user's profile | Application Data\ICAClient which contains the settngs.
I believe if you check that there's no userID hard coded in the file you can safely push it to each user's profile.
Please test it first.

I found that the printer properties are kept in the client's computer registry entry
HKCU\Software\Citrix\PrinterProperties\
In the policy it might just keep adding new printer to the existing ones. I am just guessing here...

Does this mean the users, instead of logging in as say OldDomain\user1 will have to log in as NewDomain\user1?
If this is the case, the server will in fact take this as 2 different users. Have you given permission to NewDomain\User1 over the old Profile folder...

I would first check the permission on folders and registry entried for Oracle and ODBC (on the servers) to make sure that users have at least (which should br sufficient) read permission.

Some process was not unloaded properly, I guess.
In our case I found that the ATI video driver was the problem. Check on the servers' services see if you have the ATI hotkey poller or not, if you do try disabling it see if it does the trick. Mine did.
