Have you checked the services that are set to "Automatic"? There are probably a few loading that you do not need and never will, especially if it is a backup SQL server. Are you running indexing service? Do you have anti-virus software installed?

you would want to use php, asp or perl to do this. you would also probably want a decent database system. mysql is good, free and easy to install and use, and you do not have to create an odbc connection for your database. lets get some info about your server and the access privelages you have...
what output are you getting? did you give all the right permissions to php.ini, php.exe, php4ts.dll, sessiondata, uploadtemp? did you tell iis it could execute scripts?
can you actually access the program across the network? I bet you are getting that error becuase you are not allowing iis to execute the script. maybe not though, but that sounds like it to me, especially if you have everything default. what version you running?

does it say file not found? give you an internal server error like a 500 or something? to make sure you are getting the proper errors in ie go to tools >ineternet options > advanced > and uncheck "show friendly http error messages". that will give you a better idea of your actual error.
