Yes, I just called site B, and the numbers go through fine. They claimed this started happening after they moved locations. Now the only thing that would have changed would be the circuit. Could this be a carrier issue?

Yeah, I did those commands on the MDR, and they worked fine. I found the problem to be the actual modem on the OTM machine. I was using an internal 3Com USRobotics, but swapped it out for an external USRobotics Sportster, problem solved!! Thanks for the insight!
