We had the same problem and it turned out that because the c: drive was nearly at capacity the Internet Mail Service had stopped, which was the reason we were unable to recieve outside e-mail. Maybe this is the same situation you are having, check your Internet mail service.
I was having a similar problem after fixing a spamming issue. I was told to use reroute incoming mail, and additionally setup how you want the information routed. I think the fix suggested before will work great by specifying the IP of the Oracle server everything should work fine.
I would suggest creating a public folder. You create it as a calendar and assign the correct permissions for all of the user who need to get to the information.
