We are not using the Application user rights came by default. Instead created user right called SIP2 as shown below.

we have relatively small number of extensions for SIP2 so we were using user short codes to send there calls over SIP2. Since 911 is important and should not be caused any configuration error, needed to avoid user short code for this. We will go with user rights.
