2 SIP trunks with 911 Dialing

We have 2 SIP trunks serving 2 number ranges.
We need to allow users to dial 911 (Internal extension) and forward to designated emergency service number outside.

When SIP1 user dials 911, its forwarded without an issue through SIP1 trunk as SIP1 user number is within the SIP1 trunk range.
However, when SIP2 user dials 911 call getting dropped. Reason is SIP2 user number is not allowed to use SIP1 trunk by the service provider.

Is there any solution for this?
 
And why can’t Sip 2 user dial out from Sip2 trunks

Maybe try to allow user to have a different short code to route 911 through the sip 2
Or simply get the service provider to allow the users to dial out.

Put the 911 short code against two separate user rights, one using SIP1 and other using SIP2 assign correct rights to users

Most countries have laws about support of emergency calls. Your ISP (if you're US based as hinted by 911) has to accept 911 calls and pass them to the emergency call services.

Meanwhile, why can't SIP2 users simple send their 911 call via SIP2? I would assume you have separate ARS forms for each and each of those includes an entry for 911. If you don't then you made the problem for yourself.

The user rights idea is a good one. You could also use Locations and have different emergency ARS entries for the SIP1 and SIP2 locations.
 
we have relatively small number of extensions for SIP2 so we were using user short codes to send there calls over SIP2.
Since 911 is important and should not be caused any configuration error, needed to avoid user short code for this.

We will go with user rights.
