WEBLM Licensing issue

I am having issue with the IP Office V2 WEBLM licensing.
It is the part of solution with 2 server edition systems.
WEBLM is on Primary. The Secondary server doesn't have any issue.

Monitor shows TLSClient errors with both primary and secondary as below.

what happens when you change the Primary's WebLM server's IP address to "127.0.0.1" instead of 172.17.0.x ?
 
Additionally try to set the internal server/ip500 link as "proprietary" instead of Websocket on both sides, noticed that it works
 
Changed 127.0.0.1 and also links to proprietary at the both ends.
Still issue remains.
Certificates, not sure what to do.
Regenerated the certificate but same issue.

strange date (Wed 6/2/2019) appears after TLSClient error.
Don't know from where its come from.
Time source is the Primary but changed to Manager PC. Same issue.

Issue was the unwanted card which didn't have licenses plugged to the IPO
