I disagree, I have done this a bunch of times during migrations from remote expansions to server edition.
Export the users only and import them into the server.
It doesn't lose anything.
You have to recreate the extension on the server to match the users. Done.
Export the users from the remote site, File>Export>users

I noticed you have to upgrade from 11.0.4.8 to 11.1 (USB method). Then upgrade again using the USB method to R12.
It would have been nice to go from 11.0.4.8 directly to R12 in one step since you are replacing the OS anyway.
Same goes for the virtual servers. Multiple steps.
WebLM is a PITA. If you oversubscribe a license it goes into license error mode. Its not very forgiving. If left unchecked after 30 days your system stops functioning. No license error.
Better off hosting the licenses on the Primary server.
I normally do not configure the SBC. You should only have to enter the ITSP Domain name on the IP Office SIP ITSP Domain Name. Make sure you have the DNS configured on the System tab.
