Resetting WEBLM Account and Password

We reverted our EMS to factory settings and then tried to log in to the WEBLM server using the default admin/weblmadmin account.
After few attempts we are receiving the blow message.

User access is blocked. Please reset the user password to login.

Seems like factory reset didn't reset the WEBLM so it expected the password we already set. weblm_reset or weblm_password commands are not valid. version is 8.1

Open Putty,

Connect to the admin level.

admin>weblm_reset

Thu Mar 26 16:00:56 GMT 2020 : CATALINA_HOME is set to : /opt/Avaya/tomcat
Thu Mar 26 16:00:58 GMT 2020 : WebLM UI Admin Password set successfuly


Usage: /opt/vsp/VMWrapper/weblm_password <reset|restore>
reset - puts the weblm password file back to default
restore - puts the customer weblm password file back

How can I get the admin> prompt?

I have root and ipcs accounts and only getting [ipcs@SBC03 ~]$ prompt.

[ipcs@SBC03 ~]$ weblm_reset
-bash: weblm_reset: command not found

login as: Administrator and enter password
>admin
Please enter Service User: Administrator
Please enter Administrator Password:

Admin>weblm_reset

There is no Administrator account in EMS server.
I have only root, ipcs, ucsec accounts.
I can only SSH using ipcs account and change to root.
Need to reset the WEBLM admin password running in same EMS server.
Appreciate help.
