It sounds like your call flow is not setup correctly, and trunks are not built to route offprem. You'll need to go through your trunk data and confirm with the SL1000 manual. Confirm that Trunk Group Routing is set correctly, call forward off-premise, as well as trunk to trunk transfer.
Might seem like a reach, but we had this issue with a certain group during peak Covid. Try checking what cleaning solution they are using on the displays. The manual states a certain alcohol content is acceptable, but too much will ruin displays.
