The translation pattern does have a CSS that can access the new partitions.
I created a ticket with Cisco, hopefully they can shed some light on the matter.

I have a user with a personal extension of 173 and hunt pilot of 777 on a single phone.
Is it possible to have voicemail for both 173 & 777 display the voicemail indicator on a single phone? If it's possible, how would they get access to each voicemail?

That was it. I added a translation pattern (217 to 177) and under Calling Party Transformations-->Calling Party Transform Mask I had set it to 177.

I have extension 177 that displays itself (177) in the caller ID field whenever an external or internal call is received.
Example:
External cell phone dials DID (xxx-xxx-xxxx), user sees 177 for caller ID.
Internal phone dials extension 177, user sees 177 for caller ID.
