What is your application? You could create multiple Hunt Groups each with a different extension number and have a single phone a member of each group. The phone would have only its extension number but would be a member of as many groups as you create, each with a unique extension number.

I agree with @Richard10d, don't waste your time with something that probably won't work anyway. Just run a 25 pair along with two 4 pair cables as that is guaranteed to work with no issues at all.

To prove this you're going to have to connect a serial cable to the IPO, reset the passwords, and use System Status or Monitor to confirm what the IPO is outputting. Without doing that it will just be a he said, she said, between you and the Telco.

I had a problem similar to that a few years ago and found out the Line Redirection had been enabled on a couple of lines that did not appear on any set. Entering F#84 fixed the issue.
