If you ever do need to save a LiveReport as an Excel file, I found two products that do this: Resonate KT Web Reports and Palfrey Street ReportPlus. We use the ReportPlus product.
Two thoughts on this:
1)You might try using the WebDAV url like:
http://livelink.mycompany.com/livelinkdav/nodes/123456789/myexclefile.xlsx#sheet3!A1
I generally recommend trying webdav for things that MS Office does natively, if the regular url doesn't work.
2) If you don't have SSO or NTLM...
Windows 7 has a service called "WebClient" which must be running in order to access the WebDAV folder view. I believe if the service is set to "Manual" Win7 will start it for you, but you should definately confirm that it is running for your affected users.
That's basically what I do - execute a specifc search of a known document with a unique text string (one I put there just for this purpose) and check the value of the html returned. I actually use the LL Monitoring Agent, but you can do it in LAPI.

Is your WSL in-house developed or a commercial product? I've had to put a Livelink server behind SiteMinder before and that seemed to handle the redirect quite well. My guess would be that your WSL is not passing on the original url parameters in its redirect after authentication.
