I figured it out... Quite simple actually - to add IPOCC agents to any expansion system of an IPO SE system with IPOCC, simply set the Contact Center type to IPOCC in the System tab of each expansion system. I was able to add agents using digital sets, and it worked perfectly.
The reference configuration document indicates that agents can be off expansion systems in an IPO SE configuration. It even says that agents can use digital phones, which warrants an an expansion system.
