If you haven't done so yet, here is how the rest of your CO lines should get cross-connected. Please note that you will not have lines 005 through 024 because you elected to do away with the T1 cards.

I don't think so. It's a generic message from ksu that all lines in the particular pool are all busy; hence "no free lines". In this condition, more than one user are involved.
I think the solution is to name each PRI trunks rather than keeping the generic i.d.; for example "channel 1" for easy identification. I believe this will show on the display when making outgoing calls.
I think the best thing to do is to simplify your re-install by getting rid of the cartridges that you don't need anymore. These are the steps I'd take if I were you:
1. Remove the 2 DTI cards from slots 3 and 4. (power down)
2. Remove 2 trunk cartridges from mod. 8. Re-install them in slots 3...
